There are four sections in the IELTS test: Listening Reading, Writing, and Speaking.

The IELTS cost for Academic and General Training in Indonesia is IDR 3,000,000 for either Paper or Computer base.

No, they aren't different. The advantage of the computer base test is that you have more available dates to take the test, and the results are quicker.
The speaking section will be conducted by an examiner one to one similar to the Paper base test.
If you are not satisfied with your IELTS results, you have the option to request a re-evaluation of your test or to retake the test.
To request a re-evaluation, you can submit an Enquiry on Results (EOR) form within six weeks of the test date. The EOR process involves having your test re-marked by an additional examiner. However, please note that there is a fee for this service and there is no guarantee that your score will change.
